U3X Backs EU Demand Push

U3X backs the call for the EU's IAA to establish strong demand mechanisms. We see this as critical for project bankability, as clear demand signals are needed to unlock private capital for circular carbon infrastructure in Europe.

U3 EXPLORE Insight: Europe’s Industrial Accelerator Act Must Underpin Low-Carbon Products with Clear Demand Mechanisms to Unlock Investment

On the eve of the European Commission’s expected release of the Industrial Accelerator Act (IAA) on February 25, 2026, a coalition of 40 organizations—comprising European industry, manufacturing associations, think tanks, and civil society—has jointly called for the establishment of robust lead markets. This initiative, led by the Zero Emissions Platform (ZEP) and E3G, aims to systematically drive demand for low-carbon industrial products. Their core assessment aligns perfectly with U3 EXPLORE’s investment logic: climate ambition must be translated into predictable market demand to truly convert into industrial competitiveness.

The coalition points out that without strong demand-side policies—such as harmonized product standards, mandatory green public procurement, and de-risking instruments for the private sector—the IAA will struggle to achieve its fundamental goal: accelerating the decarbonization of European industry. Consequently, this could undermine its role as a key pillar of the Clean Industrial Deal.

This concern goes far beyond policy; it is a matter of market signaling. As Cristiana Foglia, Policy Officer at ZEP, states: “Currently, low-carbon products are competing against cheaper high-carbon alternatives, putting clean production at a disadvantage.” Without stable offtake commitments or price premiums for certified recycled materials (such as r-PE, r-PP, or e-methanol), capital providers remain hesitant to invest in first-of-a-kind (FOAK) plants, even when the technology has been industrially validated.

In U3 EXPLORE’s daily practice, we encounter this challenge repeatedly. The feasibility of our PlastiCore solution—which deploys proven technological pathways like Catalytic Pyrolysis with Deep Catalytic Cracking (CPDCC)—relies heavily on the “demand certainty” advocated by the coalition. For instance, a 200,000-tonne/year CPDCC plant in Guangdong, China, was able to secure financing precisely because it locked in long-term offtake agreements with buyers of ISCC-certified polymers in advance. In Europe, however, such legally binding offtake arrangements are extremely scarce due to a lack of policy backing.

Elina Pihlajamäki, Policy Advisor at E3G, hits the nail on the head: “A comprehensive lead market framework is the missing link in Europe’s clean industry strategy.” We strongly agree. If the EU fails to establish unified recycled content standards (e.g., based on the ISCC PLUS mass balance approach) or implement mandatory green procurement rules, it will lead to market fragmentation, hinder scalability, and cede industrial leadership to regions with clearer policy signals (such as California’s SB 54 or Japan’s Plastic Resource Circulation Act).

The coalition’s four core recommendations resonate deeply with our on-the-ground experience in global projects:

  1. Expand the scope of lead markets beyond steel and cement to include polymers, chemicals, and advanced materials.
  2. Develop EU-wide, performance-based product standards (e.g., carbon footprint thresholds, recycled content requirements).
  3. Implement mandatory green public procurement, coupled with low-carbon and EU/EEA origin requirements.
  4. Deploy quota systems and Contracts for Difference (CCfDs) to bridge the cost gap.

These are not vague policy demands; they are fundamental prerequisites for project bankability.

Why This Matters to U3X

U3X is a global project developer and capital integrator specializing in circular carbon infrastructure. We originate, structure, and co-invest in assets that convert waste plastics into high-value chemical feedstocks or advanced materials—utilizing technologies that are either industrially proven or near-commercial.

Our clients—including industrial groups, green funds, and sovereign investors—require more than just technical feasibility; they need bankable offtake agreements, clear regulatory frameworks, and verifiable environmental attributes. The success or failure of the Industrial Accelerator Act will directly determine whether Europe can become a viable destination for such investments.

If the IAA establishes strong demand-pull mechanisms, it has the potential to unlock billions of euros in private capital for chemical recycling projects across Europe. If it fails to deliver, capital and industrial leadership will inevitably flow elsewhere.

U3X is ready to support EU institutions, member states, and industrial partners in designing demand-side mechanisms that translate policy into real project pipelines—because we don’t just track the energy transition; we build the assets that drive it.
